Founded in 1969 by a group of 23 individuals, the Handicaps Welfare Association (HWA) aims to promote self-help and mutual support among the disabled community in Singapore. The organization is led and run by people with disabilities for the benefit of those with disabilities. Originally registered as the Singapore Handicaps Friendship Club, it later changed names to the Singapore Association for the Disabled in 1975 before adopting its current name in 1976 - the Handicaps Welfare Association.
