Cheng San Public Library, located in Hougang Mall, was inaugurated on 6th March 1997 by Mr Zainul Abidin Rasheed, Member of Parliament for Cheng San GRC (Punggol East). Spanning 1,467 square meters, the library caters to the communities residing in the North East regions of Upper Paya Lebar, Hougang, Sengkang, and Serangoon.
